I'm pretty sure they are called "out riggers" , but I know they are the strongest part of the crane being lifted. They support all of the lateral forces of the truck and it's load when lifting an object.
HOPE TO EXPLAIN MYSELF, THAT'S CALL A BASKET LIFT, AND THE PROBLEM HERE WAS THAT THE USE JUST 2 CHOKERS INSTEAD OF 4 PER EACH LIFTING POINT, AS YOU CAN SEE IN THE BEGINNING AND THE END OF THE VIDEO, THEY USING 1 CHOKER ON EACH SIDE (FRONT AND BACK) OF THE "LITTLE CRANE" (THAT LIL CRANE CAPACITY IS APROX TO 150 TONS, IF NOT MISTAKEN) GOING IN A LOOP OF THE TRANSVERSAL BEAM, THE CRANE OPERATOR SHOULD KNOW THAT METAL ON METAL IS MORE EASY TO SLIP AND THE WEIGHT OF THE LIL CRANE IS UNSTABLE ONCE IS ON THE AIR, SO THE CRANE MAKES THE CHOKERS SLIP WITH IS ON WEIGHT OVER THE LIFTING POINT ON THE TRANSVERSAL BEAN, HOPE HELPS A LIL BIT........ obviously a failure in the rigging of it, (where it was secured at on the smaller crane). it sure is a sucky feeling when that happens. i know from experience...
